"Worry not. I am simply a humble police officer with a sword sprinting towards you at high speeds in order to let you know that *I* am now available to take home. Rejoice! It is not optional. Thanks to the new addition to the Sweet Jazz City Municipal Code, § 520-1, all citizens must own their very own Plush Percy by the end of the month. All citizens will either be taking home a Percy Plush or a bright yellow citation. I am happy to facilitate either. Bring me home and place me on the mantlepiece so that I may confirm your building is up to code and keep a proverbial "eye" on you."
